Scope Town Planning can manage your town planning application from concept to decision
Scope Town Planning provides a full Development Application Management service
Putting together a town planning application and dealing with your local Council can be a daunting task which is why Scope Town Planning is here to manage your development application from concept through to the final decision from your Council.
All development is required to be compliant with the requirements of your Local Government's Planning Scheme which contains Zone, Use, Development and Overlay Codes designed to govern all elements of development. Town Planning Development Applications can become complicated, time-consuming and costly so it pays to engage a consultant who knows how to manage your development. The complexity and cost of a Development Application varies depending on whether is is compliant or allowed on the property which translates to the development having a Code or Impact (Public Notification) level of assessment.
What kind of application do I need?
Town Planning applications cover a wide variety of development needs that cover everything from additions to your house that don't meet Council requirements to large scale Greenfield developments such as multi-lot subdivisions.
Siting and Amenity Dispensations
A common requirement that will usually be part of the building process and identified by your Building Certifier, is a Siting and/or Amenity and Aesthetics Dispensation. These referrals to your local Council obtain approval for elements of design which are considered non-compliant with the Acceptable Outcomes of parts of the Local Government's Planning Scheme Code. These applications are typically low cost and have a relatively fast turn around. You may need a Siting Dispensation if part of your house such as a garage, carport, deck or shade structure is situated too close to the boundary line, exceeds the allowable site coverage or is over the height restrictions for your property. You may need an Amenity and Aesthetics Dispensation if you are located in the Hillslopes (or similar) Overlay which contains specific colour scheme requirements.
Reconfiguration Of a Lot Applications
An ROL Development Application covers the division or amalgamation of lots as well as changes to your existing boundaries (Boundary Realignment). These applications can become time consuming and often have high cost outlays as infrastructure and construction costs increase with the number of lots being created. These costs are incorporated into the price each lot is ultimately sold for with subdivisions still being a popular choice for developers looking to make a relatively high profit margin on their investment. Some ROL developments are less costly and involve a more simple boundary realignment or the subdivision of a lot into 2 separate titles to enable the sale of one lot. These smaller subdivisions can be relatively profitable and reasonably quick to accomplish.
Material Change of Use Applications
Referred to as an MCU Development Application, Councils may direct you to consult a Town Planner to prepare a Material Change of Use application. These applications cover a wide variety of development and include everything from building a Dwelling House in a zone not intended for residential use to Animal Keeping on a Rural property. The complexity of your development will depend upon how compliant it is with the regulations applicable to your proposed development on the property.
Change Applications
A Change Application covers minor changes to an existing approval and may be lodged to remove or amend an easement burdening or benefitting your land, change your building envelope or change any other condition of approval issued by Council for your previously obtained Development Approval. Change Applications tend to be relatively affordable and often have a faster turn around than other applications.
Operational Work Applications
Operational Work refers to works that may be subject to assessment and approval which are not classified as a Material Change of Use. Operational Work typically includes various activities that may have an impact on the environment or infrastructure such as Earthworks, Construction or Installation of Infrastructure, Water related Works, Landscaping, Demolition and particular Building Works. Operational Work Applications can be combined with other Development Applications for submission to Council simultaneously.
Building Work Applications
Building Work activities are related to the construction, alteration, extension, demolition, or removal of a building or structure. Building Work encompasses a wide range of construction activities and it is subject to regulation and approval processes to ensure compliance with building codes, safety standards and other relevant regulations. Building Work Applications can be combined with other Development Applications for submission to Council simultaneously.
Due Diligence
Are you looking at purchasing a property? Perhaps you're unsure if the property has the potential you expect or if there's something affecting the land you should know about! A Due Diligence Report prepared by Scope Town Planning is cost effective way of providing you with the peace of mind you need and it may save you thousands in the long run.
Development Feasibility Studies
A Feasibility Study is a comprehensive analysis and evaluation of the practicality, viability, and potential success of a proposed project, business venture, or course of action. The primary purpose of a feasibility study is to assess whether the project is feasible within the given economic, social, legal, technical, and environmental constraints. The study provides decision-makers with the information needed to make informed choices about whether to proceed with the project or take an alternative course of action.
